I have the honour to inform you
that considerable dissatisfaction exists among the Over-
-seers of the Public Works Department with regard to their
present emoluments, which compare, as they point out, some-
-what unfavourably with the salaries of the Inspectors on
the Sanitary Staff, who are in the majority of cases men of
similar standing with themselves and whose technical quali-
-fications are certainly not superior to theirs.

was pointed out in Mr. Chamberlain's Despatch No. 173 of
the 17th. June, 1902, from which it would appear that these
rates are not sufficient to tempt qualified men to come out
to the Colony.
